The position which I should prefer for the site for building,

would be the site immediately South of the Kowloon Peninsula; for the following reasons.

Firstly the anchorage enables vessels to take advantage of part of Kowloon Bay which is well sheltered from northerly winds, independent anchorage immediately in the vicinity of the proposed site, and to the westward of Kowloon Peninsula.
